Fair Bidding & Envelope-Opening Charter

Explains how competitions run on the platform with sealed bidding and a single pricing ground, so offers can be compared fairly until close.

1. Scope

This charter governs participant conduct in private-sector competitions on Suplink. It provides an operational framework for secrecy and equal opportunity while a request is published, bids are received, and envelopes are opened under the platform rules shown at the time of use.

2. Sealed-bid service

When sealed-bid mode is enabled, prices and financial amounts stay hidden until close according to the request settings. Buyers get an orderly path to open bids after the submission window ends; suppliers get a secure pricing environment for the bid’s stated validity period.

3. Integrity of participation

Each participant is expected to submit a genuine bid in the name of their authorized organization and to keep confidential information obtained through participation. Coordination that undermines equal opportunity, or a bid under an impersonated or incomplete submission relative to the request, may lead to account measures under the Terms of Service.

4. One comparison ground

Bids are priced on the buyer’s terms and committed structured lines so comparison stays on a single matrix. Reservations are shown beside the bid for the buyer to review before award; award accepts the bid as submitted on the platform.

5. Buyer decision tools

The platform provides filters, sorting, and comparison that the buyer activates explicitly to analyze bids against their terms. Award and selection decisions remain with the buyer’s team; the platform supports documentation and issuance after the decision.
